Morris & Ritchie Associates of NC, PC (MRA) is pleased to announce the opening of our Raleigh, North Carolina office at 5605 Chapel Hill Road, Suite 112, Raleigh, NC 27607.
Phillip L. Tolliver, P.E., is Principal-In-Charge, and Jamie B. Guerrero, P.E., CPSWQ, Associate and civil engineer, manages daily activities of the office.
As a principal with MRA, Phil is responsible for project management, technical supervision, office administration and quality review of construction documents/reports, coordination with clients, proposal preparation and site design in the areas of water, sewer, road, storm drain, sediment control, grading/earthwork, site plans, gas distribution, land planning, floodplains, and stormwater management facilities. Additionally, Phil has considerable experience in plan presentation to Planning Commissions, Mayor and City Councils, County Councils, and other development review committees and has served as an expert witness in rezoning cases.
Though he became a principal with the firm in 2004, he started working for MRA, in 1987, as a surveyor. During his tenure at MRA, Phil has also served as a drafter, designer, and engineer; this has provided Phil with a very comprehensive background in the Civil Engineering field. In 2002, Phil opened MRA’s New Castle, Delaware office. He received his bachelor and master of science degrees in civil engineering from Johns Hopkins University. Phil is a registered professional engineer in North Carolina, Delaware, Maryland, and Pennsylvania. He is a member of the American Society of Civil Engineers, Johnston County Building Industry Association, Wake County Home Builders Association, and Home Builders Association of Durham, Orange & Chatham Counties.
Jamie B. Guerrero, P.E., CPSWQ, recently joined MRA as an Associate to develop and manage the Raleigh office. He is a civil engineer with over 15 years in the land development industry. Jamie received his bachelor of arts and bachelor of science degrees from North Carolina State University. He is a licensed North Carolina Professional Engineer and Certified Professional in Stormwater Quality. Jamie develops civil site plans for residential and commercial developments including site layouts, existing conditions, grading, erosion control, stormwater, and plan and profile sheets. He conducts wastewater and stormwater analysis for existing systems and designs system improvements based on results of analysis. His experience includes conducting due diligence on potential sites, wetland delineations, and stream and riparian buffer determinations. He prepares and obtains all required permits including 401/404 permits, erosion and sediment control approvals, riparian buffer authorizations, and NCDENR or local authority authorizations to extend water and sewer utilities. Jamie is a member of Johnston County Building Industry Association, Wake County Home Builders Association, and Home Builders Association of Durham, Orange & Chatham Counties.
MRA currently provides civil engineering services at this new location, and is actively recruiting land surveyors, and staff to provide builder services to our homebuilder clients.
